Abstract 8.1 Summary. The study made use of the primary sources of data that included the questionnaire checklist. This was supplemented by follow-up interviews. The questionnaire that was formulated was pre-tested in order to determine its validity. Secondary sources of data were likewise utilized by the researcher such as: books, manuals, circulars, unpublished materials and other printed matters that served as explanation and elaboration and supported as well as strengthened, or negated the findings of the study. Statistical tools were utilized by the researcher in the form of descriptive and inferential statistics that analyzed and interpreted the findings of the study. Descriptive statistics such as: percentages, averages, weighted means, and correlation were used. To test the hypothesis number one on the significant differences in the level of implementation of the management of funds of the barangay of Ilagan, Isabela along the following subsystems by barangay officials according to profile in Control System, Financial Reporting and Project Implementation, the Slovin’s Formula was used. The Slovin’s Formula was also utilized in hypothesis number two on the significant relationship between profile of the barangay officials and the level of implementation of projects in terms of Control Systems, Financial Reporting, and Project Implementation. The Single – Factor ANOVA and the Pearson Product – Moment Correlation was used to test the hypothesis number three on the problems encountered in the implementation of the Management of Funds of the barangay officials along the areas of budgeting, disbursement, and collection. 8.2 Findings. The findings on the profile of the barangay officials showed that at the time of the study, there were 231 male punong barangay and 17 female punong barangay, and there were 99 respondents who had been in college level while 113 had been in high school level. There were 50 barangays who have a budget of more than P500,000 while 15 barangays have less than P300,000 amount of funds. On the other hand, 49 barangays have 4 barangay projects, while 16 barangays have only 3 barangay projects. When it comes to level of implementation of fund management, the barangays as perceived by their officials implement always the rules and regulations concerning Control System and Financial Reporting. It is only on Project Implementation where the level of implementation is often. There were noted significant differences on the fund management along the areas of Control Systems, Financial Reporting and Project Implementation on profiles such as amount of funds; number of projects; and educational attainment. Problems encountered were moderately to lowly serious. 8.3 Conclusions. It can be drawn from the findings of the study that barangay in Ilagan, Isabela are run by male punong barangays who have at least reached college education and with at least 5 years of service. Many barangays manage 4 projects with funding over P500,000. The management of funds are generally observed to be always implemented. Barangays when grouped according to amount of funds; number of projects and educational attainment have the same ways of managing funds. Problems on the area of fund management are generally low. 8.4 Recommendations. It is recommended that Ilagan, Isabela electorate should put to office candidates with at least college education, who are equipped with experiences and as much as possible female. Officials should keep on educating themselves through trainings and seminars on the areas of fund management.
