Title: Implementation of Virtual Private Network (VPN) in La Union Electric Cooperative, INC (LUELCO)

Abstract: Summary: In La Union Electric Cooperative Inc. (LUELCO), the utilization of technological advancement specifically in computer networks is essential for the company’s everyday operation. A faster, more reliable and more secure system for data transfer is significant for the satisfaction of both employees and consumers. However, the current LUELCO data network facility has a limited coverage area and is only confined at the main branch of LUELCO located in Sta. Rita East Aringay, La Union. Since LUELCO has other branches in Agoo, Bacnotan, Balaoan, Bangar, Rosarlo and Naguilian, expansion of the current data network constitutes the implementation of a Wide Area Network. This study aimed at determining the problems encountered on the current data network facility in LUELCO in terms of hardware, software, and personnel. The assessment of the problems encountered was followed by the assessment of the requirements for VPN implementation in LUELCO in terms of hardware, software and personnel. Finally, implementation procedures of VPN relative to LUELCO were assessed and discussed. Procedures for project implementation included factors such as hardware, software and personnel, all were relative to LUELCO’s status. Problems regarding the usage of the current data network facility were obtained by the researcher’s series of interviews and discussions with the Computer’ Administrator of LUELCO. As the employee who is solely and directly responsible for all activities regarding the utilization of the data network in LUELCO, the Computer Administrator served as the researcher’s guide for all the activities conducted during the company immersion. The chosen technology for WAN implementation in LUELCO which is the VPN was also discussed and assessed. VPN protocols were considered in the study to determine which type is more applicable for LUELCO’s requirements for Its data network expansion. The data for VPN protocols as well as the general requirements for VPN implementation in LUELCO such as hardware, software and personnel were obtained from the direct discussion with the computer administrator and from electronic sources, books, technical magazines and publications Implementation procedures of the study were acquired from the manuals included in the purchased materials and requirements, properly studied and evaluated by the researcher under the supervision of the Computer Administrator of LUELCO. Findings: The assessment of the problems encountered regarding the usage of the current data network facility in LUELCO revealed that since it is only confined at the main branch in Aringay, La Union, operation such as inventory monitoring and consumer documents consolidation between branches are still done manually. Though the current data network uses advanced LAN configuration with a high-end File Server Computer and back-end application, branch offices don’t have access to the main office database of member-consumers. Gathering together the input of branch offices is still performed manually and it take days before the data Is consolidated for Its reports on collection and Inventories. Moreover, the DSL connection of LUELCO, a technology necessary for VPN implementation, was limited to the services of DIGITEL Inc. La Union has two ISP providers with PLDT and DIGITEL infrastructures. However, LUELCO has only 4 branches particularly Agoo, Aringay, Bacnotan and Rosario, connected to the ISP offering of DIGITEL. The upgrade of this current connection and the services of PLDT were necessary for the project implementation. Indeed, the proponent has included these activities during company immersion. Aside from the requirement of DSL connection, a high-performance VPN router with multi- service security gateway designed for medium networks like LUELCO and that integrates high speed gateway and IPsec VPN into a single interface configuration was necessary. A router which is compatible with the current facility in LUELCO where no modification of the data server’s hardware and software as well to cables and computer clients located in different offices and branches was needed. Conclusion: The confinement of the current data network facility of LUELCO to the main branch in Aringay, La Union equated to the manual operation of the company in terms of inventory monitoring and consolidation of consumer documents among branches. DSL connection of the chosen branches such as Agoo, Aringay, Bacnotan and Rosario to PLDT and DIGITEL was required for the implementation of WAN using VPN technology. Also, the VPN router model RV042 used in project implementation enabled the company to retain its current facilities such as Computer Server’s Operating Software which Is Windows server 2003, and Magic software for its database. Therefore, any installation or modification of the software was not required. Moreover, requirement for personnel was limited to the familiarization of employees with the newly installed WAN VPN Implemented through a short training conducted by the Computer Administrator. Recommendation: LUELCO should also implement VPN in all its branches to completely acquire the expanded and enhanced data network facility. This will make its operations faster, more reliable, more secure and cost effective. The installation of the VPN client software to laptops and notebooks is also recommended. This is for employees who sometimes want to access the company’s database while they are located in remote places. The VPN client software provides secure access for remote employees by authentication through password-oriented connection. Finally, with LUELCO’s newly installed VPN which is capable to connect branches using public Internet infrastructure, and the ability to transfer company data for consolidation and monitoring, it is recommended for the company to have a separate study on the “Read and Bill”. A technology which has the ability automatically obtained information regarding consumer bills. Any data that can be readily acquired from the “read and bill” apparatus can be uploaded to the company database. This is much better than the manual way of reading and encoding consumer’s electric consumption Information and other related data.
